I don't use CSV files for GPS tracks => I don't mind if you remove it.
And: GPSBabel has a build in support for CSV files. As GPSBabel is 
available vor a big variety of platforms, a conversion from CSV to GPX 
can be performed.

If it helps to make maintanance of JOSM easier or allows/helps to 
implement other things (e.g. GPX file upload) => just remove it.    +1
