[josm-dev] Openvisible doesn't work anymore

I put the menu entry in the "file" menu as it seems to fit best there. I 
wanted it directly under the "open file" entry, but could not do it. I 
think plugins that provide functionality that fit into an existing menu, 
should put it there, not in a separate menu.
