Problem is that you don't immediately see when the error becomes too  
big... but it should be noticeable with the YWMS plugin as well. Zoom  
out so that you have a whole greater city area in view, preferably  
with an easily recognizable large feature on the side that is farther  
away from the equator (e.g. zoom to a full view of Hannover with the  
motorway 44 in the north or so), then do a YWMS download. I can't  
verify it at the machine I'm at now but I would expect the motorway  
in the aerial image to deviate significantly from the motorway as  
drawn in JOSM - of course if you then zoom in to verify, the error  
will be gone.
