I understand the idea (though not a mappaint user myself). However,
let's try not to think "anything that's good enough can go into the
code" - let's rather say "anything that can easily be packaged as a
plugin should be". 

With people installing JOSM from Windows installers or Debian
packages, it really doesn't matter a lot to them whether something is
a plugin or a core function - but it makes development and maintenance
easier (I think).

So unless there's a compelling reason for putting something in the
core, I'd rather keep it as a plugin.
