Many have said that something needs to be done, and the fact that
nothing has been done yet is not due to people thinking otherwise but
simply nobody has gotten around to fix it yet. But fixed it will be.

You must e using an old version of JOSM.

In fact the icon should be changed to a select icon instead of a move
icon. Moving with the select tool is quite common.
