To be a bit more specific, the problem seems to be where I add a new node 
into an existing way, and then try and merge that node with an existing node 
in a different way, I get the 412 error.

If I add a new node into an existing way, and then upload the change, then 
merge that node with an existing node in a different way, then it is OK.
