No, if you care to take a look at the tickets in there, many are
actually flagged "enhancement" or so.

As far as I am aware, all active JOSM developers read this list. We're
not an organized community with a shared roadmap and all, but if you
have ideas that are very likely to enhance user experience, I guess
we're all interested!
