[josm-dev] Tile requests from slippymap_plugin

Hi,

I suppose render requests for t at h tiles that are listed with source
"slippymap_plugin" are actually made by using JOSM's slippymap
plugin. Since those are individual requests I think they deserve a
priority of 1 instead of 3.

And while I am at it, I would welcome if the background of the
slippymap layer was transparent.

Just some thoughts ...
