It's in the MarkerLayer code (Marker.java, AudioMarker.java). It
supports only WAV files. If you have a GPX file where a waypoint has a

<link>file:///tmp/myaudio13.wav</link>

tag then a little speech symbol will be displayed, and clicking in it
triggers audio playback.

So JOSM doesn't do any time-aligning for you like it does with images;
you have to have the WAV files in the right <wpt> tags already.
