I can't reproduce the problem. Maybe you are using an old version of  
svn, or the server was temporarily down.

Look at the second last bullet on
http://josm.openstreetmap.de/ to get the JOSM source, as it isn't on  
the main OSM SVN:
Get the source from svn co http://josm.openstreetmap.de/svn/trunk
