Hello,

now finally I finished the new TagChecker in JOSM. I think it is a very 
powerful tool, but needs to be filled with life.

Update JOSM and plugins and the validator now has some new options. The 
old spellcheck module vanished and is now included in a new TagChecker 
component.

The default configuration file for this is here:
http://svn.openstreetmap.org/applications/editors/josm/plugins/validator/tagchecker.cfg

Additional files for own tests can be added in the validator 
configuration. The tool will detect the file format itself (based on the 
first comment line in tagchecker file).

Also note many other minor changes in validator. E.g. the validator 
display now has tooltips showing the an descriptive message for the more 
complicated validations. Also the Ignore feature is now completed and no 
longer language dependend.

Additions to the check file are welcome. I added some standard checks I 
though may be useful.
