[josm-dev] [patch] fix ticket 1789, lakewalker FileNotFoundException on missing cache dir

Hi,

someone please submit my patch:

Currently it will only create missing cache directories. That closes the 
ticket 1789.

The code is also prepared for automatic cleanup of cache directory. This 
is tracked with ticket 1808. But using large constants it is de facto 
disabled.
