I don't know if it's related, but if you download a significant area of 
WMS data (say 10 miles by 10 miles), this also slows things to a crawl. 
This is bad because it's very handy when surveying to have the NPE map 
visible.

I can supply a file to be loaded into a WMS blank layer if you need a 
testcase.
