[josm-dev] Patch for Validator crossingways test - fixes excluded railways and duplicate ways

I have generated a trac report http://josm.openstreetmap.de/ticket/799 
which addresses two issues.

The first issue is that railways were being excluded from the tests. I 
believe this was a regression error introduced in an effort to exclude 
subways from the test. This patch should exclude subways but will test 
other types of railways.

The second issue was that ways were being listed twice. I have used the 
same method as was in my accepted patch for duplicate ways in the 
OverlappingWays test to address this issue.
