You should definitely talk to Marcus Wolschon over on the routing
list, he's the author of "Traveling Salesman" which accesses OSM data
and does routing on it. Initially the program used pre-rendered tiles,
but custom rendering is/was planned as far as I know. The program is
designed to run on mobile devices and OSM data handling stuff has been
encapsulated in a library that can be used outside of the project.

JOSM is probably a bit too bulky for you, and since you don't seem to
need editing, I wouldn't bother.
