[josm-dev] Broken out Jumbo patch

I've continued to refine that huge patch that I posted a couple of
months ago into more manageable bits.

I've moved what I think is the least controversial and risky changes to
the beginning of the series.  The first 18 patches or so are pretty
unlikely to cause anyone any breakage.  The last 7 are a bit more
intrusive.

Frederik, could you take a look through these and look into taking them
into svn?
