[josm-dev] Validator patch for overlapping ways

Someone asked on trac if this patch

http://josm.openstreetmap.de/ticket/725.

Here is my response.

This patch directly addresses the issue raised in #726. Also it deals 
with the issue raised by #725. But rather than disabling overlapping 
area ways , separates out cases where at least two of the overlapping 
ways are highways or railways. (note that two or more highways and zero 
or more other types of ways with overlapping way segments are still 
classified as overlapping highways in this patch)
