Who issues that message? If it comes from the JOSM core, then surely it 
should be possible to furnish the core with a list of "minimum plugin 
versions" and then have a bidirectional test - the plugin gets to say 
whether it thinks JOSM is recent enough, and JOSM gets to say whether it 
thinks the plugin is recent enough ;-)
