[josm-dev] Commit message not empty

I see just now that rev.1546 is integrating the commit message within
the upload first dialog. And the previous commit message is provided
as default.
I think it is a good compromise.
It will not avoid that some people will continue to write meaningless
comments but this will make edition easier, especially for people
working with small edit sessions in the same area.
