[josm-dev] Trac rules changed

Hello,

as more and more spammers learn first to login before spamming, the 
registered users are now also checked for spam submission.

Compared to unregistered users they get an advance of 10 points. Please 
report cases where valid data submissions fail, so I can adapt the 
settings if necessary.

Only administrators can still SPAM :-)
