[josm-dev] plugins - JOSM portable

with JOSM portable on flash/usb drives - how does one configure plugins 
to run from the drive as well? via 
http://josm.openstreetmap.de/wiki/Plugins "Under WINDOWS, this is in 
C:\Documents and Settings\[username]\Application Data\JOSM\plugins" & i 
cannot successfully force JOSM to look for plugins on the drive by 
altering the 'plugins' setting in the JOSM advanced settings.
