[josm-dev] Dialogs always on top

Hi,

JOSM explicitly puts the flag "always on top" to all detached dialogs.
If you detach a dialog most times you want to get more workspace for
editing. But with this configuration it is not possible.

At least on Linux you can assign the job to keep a dialog always on top
to the window manager.

So I think, that this option should default to "off" or at least is
configurable.
