[josm-dev] Patch for #1721 "Jump to Position"

The patch consists of two parts:
1) Adds the actual dialog, registers CTRL+G shortcut. It allows to
enter Lan/Lot or an OSM URL and will move to the given coordinates. It
also gives the OSM URL for the current Lat/Lon/Zoom which is probably
easier to paste to a friend than lon/lat.
2) MapStatus needs to be modified so that its labels (lon/lat) don't
consume the click. Otherwise it'd only react to a border click.
