[josm-dev] Walking Papers Plugin

Early feedback.

1. On opening a walking papers sheet before getting data for the area the
walking paper tiles don't load until I select the walking papers layer. The
data layer 1 is selected by default.

2. On zooming in and out a lot I'm loosing the walking papers tiles (the
grey back area is still present sometimes, but sometimes not. Switching
layers back and forth brings back the grey back area but not the walking
papers tiles) and whatever I do won't get the tiles to reload. Seems to need
a JOSM reload to get it to come back. If I keep the walking papers layer
selected throughout the time I'm heavy zooming the tiles seem to behave
themselves and stay visible.

Looking good otherwise
