[josm-dev] Updating Plugin handling (#2530)

Hello everybody.

I added http://josm.openstreetmap.de/plugin to the list of plugin sites, but
it returns empty list.

I use josm-latest (1586), Ubuntu Netbook Remix, sun-java6-jre.
