On what platform are you? On linux JOSM will use gnome-open, kfmclient
openURL and firefox in that order. On Mac OS X it will use "open" and
on Windows it will use rundll32 url.dll,FileProtocolHandler.

So if you use Mac OS X, Windows or Linux with GNOME or KDE it should
use your default system browser. I use Google Chrome under GNOME and
JOSM opens all HTTP links in that and not firefox.

Perhaps you have some esoteric system/window manager that isn't
supported yet, or you just haven't set Google Chrome as your default
system browser.
