[josm-dev] JOSm and sub projections

Hello,

for some time now I plan to have support for preferences in JOSM 
projections. Now I did checkin a partial solution based on work from xeen, 
which implements the general structure, but is not yet working as 
expected. I left some TODO's in the code which tell what problems still 
exist.

If anyone wants to fix the issues, please send patches.
