[josm-dev] QuadBuckets in Dataset

I've noticed that validator plugin is using QuadBuckets, but in my
opinion UnconnectedWays test will miss some cases in case they're
caused by moved nodes, because MoveCommand doesn't reindex
QuadBuckets. Or am I missing something?
