[josm-dev] JOSM Version check

Hello,

The version check for JOSM now moved totally to the server. Instead of 
[[Version/running)]] which added a comment later replaced by JOSM now a 
macro [[VersionTest(1|2|3|4)]] exists, which has 4 texts as argument.

1) Text for normal version display
2) Text for outdated version
3) Text for strange version not matching guidelines
4) Text for other browsers (usually empty)

A %s in the texts is replaced by extracted version number.

I already changed the Startup page for english and german to use new 
method.

This new macro allows us much better control. We theoretically can use it 
on every page (although at the moment I have no idea what prupose it might 
have).

Also now the whole text is created in one place allowing much better 
translation efforts or changes of wording.
