This is a problem in the caching of remote files. Serveral files are 
stored remotely (mappaingt styles, wms sources, validator configurations, 
...) due to permanent changes or external maintainance. These are cached, 
but when caching time is exceeded reloading is tried and may block. This 
should be improved, so it does not block, but rather tries background 
refreshing.

The editor starts also without refresh, as failed refresh is not really 
fatal, but as said the refreshing process may block until timouts are 
reached.
