I agree with Sebastian's proposal
Hard-coding the WMS URL or the EULA URL is not a good idea, it is better to
use the tricks described by Sebastian to store the EULA URL in the defaults
setting.
I woud not save in the preferences that the EULA has been accepted. (The
preferences of the WMS plugin are already a bit confusing.)
I think it is enough to leth the user accept the EULA whenever he wants to
copy the WMS URL from the defaults to the selected WMS sources. If the user
does not accept the EULA, the URL will not be copied, so he cannot use it.
(Of course the user can manually copy the URL, but he could also manually
change any additional setting.)
