I agree. I think in wmsplugin I can use PluginHandler.getPlugin("remotecontrol") to check if remotecontrol is available.

I will use something like <attribute name="Plugin-Stage" value="20"/> for remotecontrol and <attribute name="Plugin-Stage" value="50"/> for wmsplugin an add some explanatory comments.
(I want to reserve Plugin-Early for plugins that really need it.)
