[josm-dev] validator and ignoretags.cfg

  Hello!

  I'm trying to understand the logic of the "T:" prefixed
entries in the ignoretags.cfg. They aren't documented.

It looks like the checkPrimitive() method of TagChecker class
implies that if any of the tags under "T:" present, then
the other one should be there too. And if not it treats that
as error (not warning, not info). Is this desired behavior?

For example, default ignoretags.cfg implies that man_made=pipeline
can't exist without additional tags. Is this correct?
