Well, that makes work more complicated for current development and easier 
for older revisions. I would leave it as it is. When checking out older 
revisions you can use the date with "-r" parameter to update the 
svn:externals. As the resulting errors when not done are very obvious 
(wont compile) I think that should be sufficient.
