within JOSM!
For my understanding having turn restrictions is one of the most 
important features (except addresses/house numbers) necessary to add in 
wider coverage to use OSM data in (professional) navigation systems. But 
for my understanding it is still complicate for a lot of users to add 
these restrictions using currently available methods. E.g. Mapzen 
already has or will have soon such a feature.
