That seems to be the case.  On es-us and en-us keyboards, the plus is 
usually shift-equals.  Given that I have to enable the number-lock to 
reach a raw plus key, number-lock only accessible by pressing Fn-Scroll-
lock itself, and doing so turns the right four columns of the keyboard 
into a number-pad (resulting in the bump on the J key to be on the 
keypad's 1 key), that tends to be exceedingly awkward just to zoom in.  
I've been making due by jumping to zoom mode with the Z key and selecting 
an area.

That said, modal zoom is not quite as precise when you only want to zoom 
a little bit and don't have room for a proper mouse.  Borrowing a hint 
from the open source Second Life viewer, alt-dragging the mouse up or 
down with would work as a "zoom in or out on this point" seems like it 
would be easier to work with since releasing the mouse button and the alt 
key would return you to your previously selected mode.
