[josm-dev] Relation editor vanished in version 3327?

OK. I have found it now. But what confused me was the "hover message"
'Open a list of all relations'. That just didn't suggest creation of a
new relation was a possibility. Not to mention the different icon :-)

I didn't mention that what set me off on the search was that I 
could not get the turn restriction relation preset to work: it just said
"invalid selection" or some such without any clue about what was wrong.
Now I know that I had to split one of the ways, but the message needs to
give some clue.
