It's not an opinion that JOSM doesn't do releases.  It's a fact.

But seeing as you don't view the lack of releases as the cause of
the translation problem, it's not likely that you'll accept any
contribution which fixes the problem.  So the fact that I don't fall
into the first category is your choice, not mine.
