[josm-dev] restriction to delete big ways?

There seems to be a restriction against deletion of bigger ways? I
found 2 overlapping ways with each more than 100 nodes:

Way id=26821149 version=11
Way id=26821088 version=12

and wanted to delete the smaller one, but JOSM won't do it (there is
not feedback, so I'm only guessing about the reason it won't delete).
How should I proceed? Cut one in smaller pieces and delete them one by
one?
