+1 a "selection rectangle" with drag-able corners and sides would be 
very intuitive.

There was an incident where an entire district of Bonn was accidentally 
  rotated and uploaded by an inexperienced user. :)

So it could be separated more clearly by having a dedicated mapmode for 
scale & rotate. The selection mapmode (S) is quite overloaded with 
modifiers already.
