[josm-dev] EPSG:31287 projection

Hello,

I've created an EPSG:31287 projection module, using jhlabs Java Map
Projection Library (which is doing all of the work actually). I would
like to contribute this to JOSM, so here are my questions how to do
this.

First of all: how to submit code? I'm a little bit reluctant to commit
directly to svn, as this is my first time. ;-)

Furthermore I'm using this jhlabs library for the calculation, which
is licensed under the Apache License, Version 2.0 (see
http://www.jhlabs.com/java/maps/proj/). As far as I understand this
should be compatible with JOSM's GPL license.
Is it ok to use this library in JOSM? If yes, shall I include the jar
file (which is what I'm doing in my local build) or shall I include
the source in JOSM's source tree?

I've alreay created ticket 5532 in trac, but I couldn't resist to try
it myself ;-).
