I have no idea how the relevant code really should work, but ATM I think 
it is broken by design. It seems it tries to check combinations of two 
tags, but in the way it is implemented it totally fails in case only the 
first tag exists).

Till next release we either need to fix or remove it. For now I degraded 
it to info level.
