I have been using IntelliJ IDEA and found it a very good IDE.

There is a Community Edition which should be sufficient to work with
JOSM (although I have purchased the Ultimate version).
I'm happy to help if you decide to give it a try. The only aspect I
found tricky so far is making sure all the resources are bundled with
the code. IntelliJ, like Eclipe, allows to tap into the ANT build script
to generate version information.
