Actually are there legitimate uses of Google tiles in JOSM that don't
violate the google maps TOS?  I wonder because for Yahoo!, it was only
possible to legitimately use their imagery in a program if it was
through the *web* api, and for Bing there are some very specific
conditions.

Google Maps/Google Earth APIs);

(g) use the Service or Content with any products, systems, or

(there' a live routing plugin for JOSM iirc)

There are further such limits in the Google maps API TOS (separate
from maps TOS).
