[josm-dev] ArcGIS REST or SOAP support

Hello,
I've found that Virginia, USA offers their off-leaf orthophotos from
2002, 2006/2007 and soon 2009 in the public domain [1], but it is only
accessible via an ArcGIS server that only offers ArcGIS REST and
ArcGIS SOAP interfaces. For my area this imagery is better than Bing
and Yahoo combined, since it has the high resolution of Bing, it's
off-leaf like Yahoo, plus it's public domain. Problem is I can't use
it in JOSM, or any other editor that I know of.

I've tried to find a REST/WMS adapter but haven't had any luck.
Anyone know if an adapter exists, or how difficult it would be to
adapt the JOSM WMS code to support REST? The specification is publicly
available [2].
