[josm-dev] ArcGIS REST or SOAP support

That would be fantastic! There's a number of data layers available on
the server, but the REST URL for the latest aerial imagery is located
here:
http://gismaps.virginia.gov/arcgis2/rest/services/VBMP2006_2007/MapServer
