This not only happens to JOSM trac, but to others as well. Don't know what 
the spammers want to do, but step-for-step the filters catch up. It's much 
easier when links are included in spam. :-)

I really would like to know why they do this - testing bots, bots going 
amok, badly programmed and forgetting the spam content?
