You can turn way direction arrows off in preferences: Display Settings
--> OSM Data

Maybe they should be off by default?

You can also choose whether you want theese arrows at the end of each
segment or only at the end of each way.

I suppose, with "higher zoom levels" you mean a greater number on JOSM's
scale indicator? (which actually means a lower scale.)

The oneway arrows are placed in regular intervals on screen. When a way
is shorter on screen than that interval there is no oneway arrow displayed.

I guess this has been this way since oneway arrows (the black triangles)
were introduced a while ago.
