[josm-dev] Proper use of Relations editor

Is it important when adding ways to a current relation to place the selections in their correct geographical postion with the existing members?  If not, what is the purpose of 'Add all objects selected in the current dataset before the first member / before the first selected member / after the last selected member / after the last member'?  If it is important, why is it important, and how does a user identify where to place the selections if a member's reference is no more than 'incomplete [id: 58,731,089]', for example?
