There is a very simple reason. It works and is simple. The more 
complicated the build system gets the less attractive will it be to new 
developers.

There always are and will be better tools available, but as soon as a 
large part of code has been developed with one system a switch costs more 
than it is worth (except the old system no longer fulfills the 
requirements).
